Codicil 3 – Civil

The Mayor, through his appointment the Civil Legate, will develop a system of rights and charges that reflect a citizens standing within the community.

New comers to new hope will have the right to reside in New Hope, and may rent beds in communal or public houses such as will be provided by the city. They will hence forth be known as Residents of New Hope.

Every Citizen will have the right to the right to rent a private room in a dwelling house as provided by the city. Every Master will, additionally, have the right to rent a small suite of rooms in a dwelling house as provided by the city. Patricians will, additionally, have the right to lease land from the city on a long term agreement to develop as they wish.

The Mayor, through his appointment the Civil Legate, will set rents that reflect the value of the property to the community.

Other resources owned and managed by the city will also reflect the principles of the charter. Fees for services will be set so that citizens pay a fee depending on their civil status. Residents will pay more than Citizens, who will pay more than masters, who will pay more than patricians. However, rates will be set so that even the resident can make an acceptable days income for a reasonable day’s work.
